Job Description

MAIN PURPOSE OF THE JOB

Work as part of the Regulatory Services team to fulfil the Council's statutory duties regarding the administration and enforcement of Building Regulations and allied legislation in relation to:-

  • Postal addresses and development naming
  • Building notice, domestic regularisation and property certificate applications
  • Vacant property inspections
  • Energy Performance of Buildings (EPB) legislation.

MAIN DUTIES AND RESPONSIBILITIES

  • Service Delivery
  • Deal with telephone requests and letters from solicitors, developers and members of the public for confirmation of postal addresses.
    1. Assign postal addresses within the Borough by checking relevant databases for existing records and where necessary perform site visits.
    2. Determine postal numbering schemes for housing developments and other multiple unit developments e.g. industrial areas.
    3. Liaise with Royal Mail with regard to postal addresses.
    4. Prepare location maps and postal numbering layouts for properties with postal addresses and arrange for them to be issued monthly to property owner/occupiers and Bodies on postal notification issue list. ie. BT, District Valuation Office, Emergency Services, Pointer etc.

DEVELOPMENT NAMING

    1. Deal with requests from developers for development naming by checking the development naming proposals so as to avoid duplicity with existing names. If duplicity exists, advise developers to submit alternative names.
    2. Monitor the development site boards in the Borough and take action if names displayed are not approved by Council.
    3. Assist with the preparation of Council reports, including the provision of maps.
    4. Organise the data cleansing of the Council's address database Land and Property Gazetteer to ensure accurate addresses are created and maintained.

BUILDING REGULATION APPLICATIONS AND PROPERTY CERTIFICATES

Administer Building Notice and Domestic Regularisation applications (including the issue of certificates) and carry out associated inspections, consulting and liaising with other officers as required.

      1. Assess applications to ensure compliance with Building (Prescribed Fees) Regulations.
      2. Research and process Property Certificate applications in conjunction with Regulatory Services administration. VACANT PROPERTIES
      3. Carry out vacant property inspections and assist with the preparation of information provided to external bodies such as Land and Property Services.
  • Identify and report on unapproved building works as appropriate.

EPB ENFORCEMENT

    1. Carry out investigative duties associated with the administration and enforcement of Energy Performance Certificates, Display Energy Certificates and Air-Conditioning Inspection Reports in accordance with the relevant legislation.
    2. Process all legal documents and issue relevant correspondence in relation to Energy Performance Inspections, recommending enforcement action to the Building Regulation Manager as appropriate.
    3. Proactively liaise with other organisations (public, voluntary, community and private) and provide advice and guidance as required
    4. Assist with the production and collation of performance data and the preparation of EPB reports as required by relevant statutory bodies.

Essential Criteria

Applicants must:

Have a minimum of third level qualification in a building/construction related discipline

AND

Be able to demonstrate, by providing personal and specific examples, that they have one years' practical experience in a building/construction related environment, to include:

  • proven ability of managing multiple tasks effectively;
  • proven ability to interpret working drawing and specifications; and
  • effectively working with stakeholders to ensure delivery of service targets.

OR, for candidates who do not meet the qualification requirements as outlined above:

Be able to demonstrate, by providing personal and specific examples, that they have three years' practical experience in a building/construction related environment, to include:

  • proven ability of managing multiple tasks effectively;
  • proven ability to interpret working drawing and specifications; and
  • effectively working with stakeholders to ensure delivery of service targets
