Job Description

Our Public sector client in Ballymena area are looking to recruit an Economic Development Officer to join their team for a period of 10 months.

The successful candidate will be required to work 37 hours per week, Monday to Friday.

Main Purpose of the Job:

Assist the Entrepreneurship/Business Growth Manager with the delivery of Integrated Economic Development Strategy, programmes and actions for the Borough which will contribute to the delivery of number one strategic priority of growing the economy

Provide professional advice, support, guidance and recommendation and carry out all the functions associated with one of the following areas, dependant on the operational requirements of the Economic Development function:

  1. Development and delivery of responsibilities and statutory transferred functions in respect of economic business start development, to include:Promotion of entrepreneurship and encouraging business start-up; Provision for underrepresented groups in entrepreneurship; and Promotion of social enterprise.
  2. Development and delivery of promotion of existing business growth and development, to include:Promotion of innovation and growth; Promotion of priority sector initiatives; and Promotion of broadband benefits.
  3. Manage administration staff ensuring that processes relating to the area of responsibility are discharged correctly and that team members play a full part in the efficient and effective delivery of a professional economic development service for the Borough.


Assist the Entrepreneurship Manager with the effective development and delivery of a portfolio of services, with delivery responsibility for Business Development, to include (but not exclusively):

  • The NI Business Start Up Programme or equivalent provision;
  • Pre-enterprise Support Initiatives;
  • Enterprise Development Programmes;
  • Employment and Skills Programmes;
  • Employer Engagement Initiatives;
  • Business Engagement with Schools;
  • Social Entrepreneurship Development;
  • Initiatives to Support Underrepresented Groups;
  • Economic Modelling, Baseline Statistics and Benchmarking;
  • Marketing and Promotion of all Programmes; and
  • Other areas dependant on the operational requirements of the service.
  • Manage the Northern Ireland Business Start Programme (NIBSUP), or equivalent provision, ensuring attains the statutory requirement
  • Prepare financial information, and quarterly, annual and bi-annual reports with respect to funds received and administered;
  • Prepare for external audits from Funders, Central Government Departments and Local Government Auditor; and
  • Identify and market case studies with successful Go For It clients,
  • Liaise with all relevant stakeholders to establish a future Social Enterprise Model. Develop further engagement with social enterprise sector to explore initiatives. Once agreed, administer the delivery of social economy projects across the Borough, attend site meetings with professional teams and contractors, implementation team meetings with funders, coordinate actions arising, and set up and implement financial control procedures.
  • Coordinate Annual Enterprise Week activities .Develop programme of events in conjunction with local Enterprise Agencies, Banks, Social Enterprise NI and Youth Bank/Young Enterprise. Promotion of activities through website and social media and ensuring regional PR coverage.
  • Encourage and promote entrepreneurship to those groups currently under-represented in entrepreneurial activity.
  • Assist the Business Growth Manager with the effective development and delivery of a portfolio of services, with delivery responsibility for Business Growth, to include (but not exclusively):
  • Amplify Business Escalator Programme;
  • Enterprise Development Programmes;
  • Innovation and Growth Programmes;
  • Priority Sector Initiatives;
  • Broadband Benefits Realisation Programme;
  • Economic Modelling, Baseline Statistics and Bench-marking;
  • Marketing and Promotion of all Programmes; and
  • Other areas dependant on the operational requirements of the service.


Essential Criteria:

  • Applicants must have a minimum of: A degree in relevant subject e.g. business or finance AND
  • Be able to demonstrate, a minimum of two years experience in an economic/business environment to include a proven ability in: Advising and supporting the development of start up and existing businesses, Development and managing initiatives to establish existing small businesses and to facilitate their growth and development; advising and supporting the development of social enterprises; developing and maintaining effective partnerships with a wide range of stakeholders to ensure successful outcomes for the organisation; experience of developing and implementing Marketing initiatives for Economic Development projects;successful identification of external funding opportunities; financial management, analysis and reporting
  • A comprehensive knowledge of the economic development policy environment and the local, regional and national challenges facing the economy
  • A thorough knowledge of the range of business support initiative available to support the development and growth of the economy
  • A clear understanding of the workings of local government and the wider environment and political context in which it operates
  • A full current driving licence valid in the UK
