Job Description

Responsible for the day-to-day operational management of the Maritime and Rivers facilities (including Marinas, Harbours, Slipways) and staff under their control.

Responsible for the outworking of statutory compliance in relation to Council owned and/or managed Maritime and River facilities and in particular, ensure Mid and East Antrim Borough Council fulfils its requirements as a Harbour Authority.

Responsible for ensuring a customer focused approach in support of wider organisational objectives as laid down in the Corporate Plan.

MAIN DUTIES AND RESPONSIBILITIES

    • Responsible for the safe and effective operational management of all Maritime and Rivers facilities owned and/or managed by Council including acting as a key holder.
    • Ensure compliance with relevant Statutory and Legislative Regulations including industry and quality good practice standards such as Port Marine Safety Code.
    • Enforce Policies & Procedures adopted by Mid and East Antrim Borough Council which enable the Harbours and Marina facilities to undertake effective working practices.
    • Responsible for the procurement and sustainable use of resources including machinery and materials in order to ensure efficient and effective results at all times.
    • Exercise the Harbour Master statutory powers of direction, prohibition, removal and regulation of vessels in accordance with the above legislation and guidance and other relevant legislation.
    • Respond to incidents and emergencies, collating evidence, carrying out initial investigations and making recommendations as appropriate.
    • Responsible for the development and delivery of improvement projects that are customer focused and financially sustainable.
    • Liaise with external bodies to ensure knowledge of and compliance with new policies and legislation.
    • Responsible for submitting reports, advising and briefing the Manager or Committee of Council as required.
    • Assist with the preparation of annual estimates and control budgets in line with Council requirement.
    • Assist with the establishment and development of effective partnerships and networks with appropriate stakeholder groups to explore and develop in line with the efficient delivery of Service.
    • Deputise for Line Manager and provide cover for other staff within the Parks & Open Spaces service as required.
    • Performance Improvement
    • Ensure the Council's performance management framework is consistently implemented and provide advice, support and guidance to staff on personal development requirements, initiating further training where appropriate as well as setting annual performance improvement objectives at departmental and individual level.
    • Participate in the formulation, implementation and evaluation of the Department Business Plan and relevant Service Plans responding to changing trends and citizen needs.
    • Achieve high standards of personal performance, through meeting agreed personal targets and undertaking planned programmes of professional development.
    • Ensure high standards of performance of staff, acknowledge good performance and tackle poor performance positively and effectively.
    • Examine opportunities to gain efficiencies and improve effectiveness including collaborative partnerships, joint working and other innovative approaches to achieve best value in the use of public money.

Applicants must possess:

· Class 1 Master's Certificate of Competency (or equivalent)

· Class 2 Chief Mate Certificate of Competency or an OOW certificate

· UK Harbour Master Certificate as validated by the UK Harbour Masters Association

AND

Be able to demonstrate, by providing personal and specific examples, that they have two years' experience of working within a Harbour and/or Marina Operational Management role to include:

· applying Harbours and Marinas legislation to ensure not only compliance but also best practice and high standards of health and safety

· developing and maintaining effective partnerships with a wide range of stakeholders to achieve positive outcomes for the organisation

· identifying and resolving complex service delivery issues and implementing improvements to services

· identifying and successfully achieving increased income and/or efficiencies

· effectively leading and motivating a team

OR

Alternatively consideration may be given to candidates who do not possess the required qualifications but can demonstrate, by providing personal and specific examples, that they have four years' experience of working within a Harbour and/or Marina Operational Management role to include:

· applying Harbours and Marinas legislation to ensure not only compliance but also best practice and high standards of health and safety

· developing and maintaining effective partnerships with a wide range of stakeholders to achieve positive outcomes for the organisation

· identifying and resolving complex service delivery issues and implementing improvements to services

· identifying and successfully achieving increased income and/or efficiencies

· effectively leading and motivating a team
