Job Description

MAIN PURPOSE OF THE JOB

Assist with the production and audit of Council's Annual Accounts, Whole of Government Accounts and any associated work/accounts.

Liaise with relevant stakeholders in relation to all financial returns and financial information required from the Council.

To provide assistance to the Financial Controller and the Statutory Finance & Capital finance managers in respect of financial accounting and management information.

  • Service Delivery
    1. Responsible for the reconciliation of all Council Bank Accounts including dealing with any queries and discrepancies, including the preparation of direct lodgements for the General Revenue Bank Account.
    2. Maintenance of suppliers bank details within the creditors ledger and responsible for transmission and retrieval of BACS payments, informing relevant departments of errors/changes to banking details.
    3. Responsible for setting up new bank sort codes within System Administration of the financial software package.
    4. Responsible for uplifting Leisure Centre Membership Fees via Direct Debit.
    5. Responsible for the transmission of electronic payments/transfers via E-Banking.
    6. Posting of all bank fees and electronic payments excluding supplier payments.
    7. Facilitate the setup of new contracts for credit card/switch machines/website payment portal including setting up merchant's ID numbers and liaising with bank contacts.
    8. Responsible for the reconciliation of Car Park income including liaising with car park operations contractor dealing with any queries and discrepancies.
    9. Responsible for preparation and posting of journals for expenditure and income in General Ledger and Costing Ledgers.
    10. Assist with the production of Abstract and Whole of Government Accounts.
    11. Compilation and completion of information required for revenue grant claims.
    12. Assist with the delivery of the audit process both internal and external and liaise and provide information to the auditors as required.
    13. Responsible for the supply of relevant information for the production of statutory returns.
    14. Assist with the update of Councils financial policies and procedures.
    15. Monitor system controls to ensure accurate processing and reconciliation of transactions in all relevant ledgers.
    16. As part of the Accounts Team, maintain coding for ledgers and allocation of new codes as required to satisfy Chart of Accounts.
    17. Responsible for recharging of Operational support charges throughout the year.
    18. Assist with analysis work in relation to the estimate process.
    19. Complete FOI requests as required.
    20. Participate in cross service and inter-departmental working groups as and when directed.

Essential Criteria

Applicants must have a minimum of a third level Accountancy qualification or be IATI qualified

Be able to demonstrate by providing personal and specific examples, that they have two years' experience (4 years' if do not meet criteria 1) working within a busy finance environment to include:

  • Successful working as part of a team to deliver corporate objectives

Good working knowledge of integrated accounting packages.

Good working knowledge of Microsoft Office package, in particular excel.

An understanding of the workings of Local Government and the wider environment and political context in which it operates.

A full current driving license valid in the UK.
