Job Description

Our Client, a Large Public Sector Organisation require a Peace IV Finance and Verification Officer to start ASAP

Pay rate: Weeks 1-12 £11.62

Weeks 13+ £13.45

Location: Cloonavin

Hours: 37 Hours

Monday - Friday

Key Responsibilities

  • To prepare and provide Financial and Management Information in relation to Administration and Programme Activity, as required by Council, the EU, SEUPB and Audit bodies
  • To design and maintain a computerised accounting system for recording transactions on activity for the Programme and capable of providing up-to-date information on all financial aspects of the PEACE IV Programme
  • To update transactions, maintain internal and external databases (including the EU Grants database) and print reports on PEACE IV Programme, as required
  • To prepare and forward responses to audit queries and general programme queries from SEUPB and other bodies. To retain and archive all records for audit inspection, as appropriate
  • To assist on the development and monitoring of policies of financial procedures.
  • To produce monthly and quarterly financial reports, annual financial statements and projections relating to the performance and outputs of the Programme. To include overseeing the financial management of the PEACE IV Partnership including the budget setting process and monitoring of spend against budget, including variance analysis to assist with budget realignment between Priorities
  • To ensure familiarity with all aspects of the PEACE IV Programme including all financial and audit requirements of the managing authority and EU
  • To assess and understand complex procurement policies and procedures in line with SEUPB operating rules and advise other PEACE IV staff on training to project promoters to ensure their understanding and compliance of requirements under Letter of Offer
  • By its nature the post will require flexible working to meet the needs of the service
  • Undertake any other duties as deemed appropriate by the Manager to the achievement of the purpose and function of the post

Essential Criteria

Three years' experience in financial verification and financial administrative duties in one or more of the following areas, for example

Good relations, peace and reconciliation, local enterprise, business community or other forms of development

PLUS

At least one year's experience in the following:

  • Financial management of significant budgets ie £100,000 per annum or above and of funding programmes
  • Setting up and maintenance of financial administration procedures and reporting systems (including databases and spreadsheets)
  • Grant management including processing of claims, verification and monitoring, preparation of claims to funders
  • Financial administration/management (preparing budgets/ accounts, projecting and monitoring spend)
  • Application/use of computerised financial/accounts systems
  • Drafting financial and monitoring reports
  • Liaison with public and external organisations/funders

Desirable Criteria

  • A third level qualification or equivalent in a finance related subject
  • Direct experience of managing the financial aspects of funding Programmes such as INTERREG, PEACE, RDP etc
  • An understanding of EU funding, the stakeholders involved in delivering and receiving EU funding, and the processes involved in EU Programme delivery
