Job Description

Our public sector client in the Ballymena area are looking to recruit a Policy Support Officer to join their team to cover a maternity post.

MAIN PURPOSE OF THE JOB

Support the development and delivery of a range of functions to ensure the department complies with all statutory and legislative requirements and to assist strategic planning.

Policy Officers will work as a team to provide comprehensive and strategic support within the Department. Postholders will take a lead role in one of the following functional areas:

  • Information Governance;
  • Policy, Research Development, External Affairs and Equality;
  • Corporate Business Planning, Performance Improvement and transformational change.

Contribute to delivery of a high quality, cost effective service that supports the delivery of the Corporate Plan.

Dependant on which of the above functions the post holder is assigned to, the following main duties and responsibilities will apply.

MAIN DUTIES AND RESPONSIBILITIES

Service Delivery

  1. Develop and implement processes and policies
  2. Responsible for the review and maintenance of a comprehensive policy register and/or a good practice database for the organisation.
  3. Responsible for the reports to update the Chief Executive, SMT and Elected Members on a wide range of regional and national policy, planning, good practice and transformation change issues.
  4. Responsible for undertaking research relevant to the development of a Corporate Strategy and Policy framework.
  5. Maintain and review a Consultation/Complaints Register and prepare Consultation/Complaints responses in a timely manner.
  6. Support the development and delivery of Corporate Planning, Business Planning and Performance Improvement Planning processes.
  7. Responsible for the co-ordination of responses from consultation and engagement with stakeholders internally and externally and ensure communicated to all stakeholders effectively.
  8. Co-ordinate monitoring and reporting arrangements to demonstrate progress towards achieving objectives.
  9. Responsible for the collation of all relevant evidence to inform by the audit office inspection.
  10. Develops a system to maintain effective records management including a retention and disposal schedule for the service area.
  11. Maintain and update the Publication Scheme, Constitution and other relevant public documents, including maintaining up to date and accurate corporate information on the website relating to the service area.
  12. Research topics and produce reports on various corporate issues as required.
  13. Promote best practice and assist with implementation of Corporate Strategy throughout the organisation.
  14. Ensure the department complies with all relevant legislation and implements its statutory obligations in an effective and efficient manner.
  15. Support Line Managers and staff in providing value for money services and proactively bringing about continuous improvement, change and development.

Essential Criteria:

  • Applicants must have a minimum of a Third Level Qualification

And

Be able to demonstrate by providing personal and specific examples that they have at least two years' experience in at least one of the functional areas:

  • Information Governance; or
  • Policy, Research Development, External Affairs, Equality; or
  • Corporate Business Planning and Performance Improvement.

  • Candidates must be able to demonstrate two years' experience in the following areas:-

  • Proven track record of developing, implementing and maintaining management information systems;
  • Proven track record of drafting reports for Senior Managers;
  • Demonstrate experience of analysing and interpreting large volumes of information;
  • Proven ability to work in partnership with a range of stakeholders.

Alternatively consideration may be given to candidates who do not possess the required educational qualifications but who can demonstrate four years' experience in at least one of the functional areas:

  • Information Governance;
  • Policy, Research Development, External Affairs, Equality; or
  • Corporate Business Planning and Performance Improvement.

Candidates must be able to demonstrate four years' experience in the following areas:-

  • Proven track record of developing, implementing and maintaining management information systems;
  • Proven track record of drafting reports for Senior Managers;
  • Demonstrate experience of analysing and interpreting large volumes of information; and

Proven ability to work in partnership with a range of stakeholders.
