Procurement Officer required on a temporary basis for a local Public Sector organisation based in Belfast £14.89 p/h

Role: Procurement Officer

Rate of Pay: £14.89 per hour

Location: Belfast, Northern Ireland

Hours: 37 hours per week - Monday - Thursday 8.30am-5pm Friday 8.30am-4.30pm

Duration: July 2016

Main duties/Responsibilities

  • To undertake research and provide advice to departments on new and alternative products, services and procedures.
  • To undertake appropriate research and provide advice to departments on procurement procedures and strategies as required under the direction of the Assistant Procurement Manager.
  • To provide assistance to departments as directed through advice on major procurement strategies.
  • To be responsible for managing performance of a portfolio of contractors including negotiation as required.
  • To undertake responsibility for monitoring, supervision and provision of advice on supplier management.
  • To carry out secondary research on potential and current suppliers.
  • To deputise for the Assistant Procurement Manager as necessary in his or her absence.
  • To have an up to date knowledge and understanding of procurement strategies, systems, legislation and procedures, including electronic-procurement and European Union procurement legislation and regulations and the Freedom of Information Act.
  • To produce and collate service performance data and general section committee reports in accordance with council policies, procedures and timetables, in liaison with senior management.
  • To attend and participate in working groups and committees on behalf of the unit a directed.
  • To participate as directed in the council's selection interview procedure.
  • To undertake such other relevant duties as may from time to time be determined.
  • To be responsible for managing the process of tenders, quotations, co-ordinated tenders and annual supplies tenders including: research, preparation of the specification, written and cost evaluations, recommendation of contractors in line with council procedures and European Union tendering regulations and the de-briefing of unsuccessful tenderers.
  • To research and recommend or reject price increases.
  • To be responsible for delegating and supervising the day to day workload of assigned Procurement Assistant(s).
  • To prepare and deliver appropriate briefing and training days corporately on procurement matters as requested.
  • To represent the company at external 'meet the buyers' events and provide advice and guidance to external customers on procurement matters.
  • To be responsible for liaising with client departments for monitoring contracts, contract assessment and problem solving.
  • To assist in the delivery of the United Kingdom Accredited Service (UKAS) accredited management programme.

Applicants MUST -

  • Have a full, current membership of the Chartered Institute of Purchasing and Supply

AND

  • Be able to demonstrate on their CV specific examples of 1 years experience of working in a purchasing environment. The 1 year's experience in each of the following four areas -
    • Providing advice and guidance on purchasing matters including advising on procurement procedures and strategies;
    • Carrying out research, using appropriate techniques, on products, service and supplies and advising on same;
    • Managing the process of tenders and quotations; and
    • Direct supervision of staff including and prioritising and planning of workloads

OR

  • Be able to demonstrate on the CV, by providing personal and specific examples, twoyears' relevant experience of working in a purchasing environment. This must include two years relevant experience in each of the four areas details -
    • Providing advice and guidance on purchasing matters including advising on procurement procedures and strategies;
    • Carrying out research, using appropriate techniques, on products, service and supplies and advising on same;
    • Managing the process of tenders and quotations; and
    • Direct supervision of staff including and prioritising and planning of workloads
